Man charged in rape of child

A Russellville man is facing charges related to child rape that allegedly occurred around the end of November, 2022.

According to a report from the Hamblen County Sheriff’s Office, Kevin Bryan Matthews, 32, has been charged.

In a referral by April Shelton of the Tennessee Department of Children’s Services, the alleged rape happened around the end of November before the child was moved to a juvenile facility after allegedly being physically abused by her father.

The child was in the juvenile facility when she reported that she might be pregnant, but a test proved negative.

The girl also reported to family members that she was raped by Matthews before arriving into custody.

After speaking with DCS, the juvenile told her father and grandmother who she had lived with that she had been raped, but they didn’t believe her.

DCS also spoke with the grandmother who confirmed the girl had told her about the rape. The girl’s father went to Matthews to ask him about it and Matthews denied it, the report stated.

The girl said that Matthews allegedly asked her to come to his home to try on some clothing that he was going to give her. When she went to the home, Matthews allegedly pushed the girl down and forcibly raped her.

Matthews is being held on $120,000 bond in the Hamblen County Jail.
