Council approves motion to give animal control authority to issue noise citations

The Morristown City Council voted to give animal control the authority to give citations for noise complaints at its meeting.

The council approved the ordinance amending the municipal code to expand the authority of Animal Control Officers to enforce noise complaints regarding animals.

“Currently an animal control officer cannot write a citation for that municipal violation and all this ordinance does is extend the authority to animal control to be able to make those citations,” Chief of Police Roger Overholt said. “What was happening is we would receive several complaints about barking dogs and when the dispatch would send an animal control officer out they would have to send a police officer too because they did not have the authority for this particular ordinance. This is so we won’t have to duplicate services on the same call.”

The council approved Resolution 2023-09 and Ordinance No. 4753 that were both regarding the annexation of lots 1-4, a 98 acre track located off of Sublet Road. The land will be used for construction of single family homes.

The council voted to table the vote to annex properties located between Merchants Greene Boulevard and Bellwood Road to its next meeting.

It also approved a resolution to amend site plans to construct an apartment complex at the intersection of Cherokee Drive and Walters Drive. To amend a previously approved site plan and master plan for a mixed unit developmental MUD district located at the northeast intersection of Cherokee Drive and Walters Drive. The 32 plus acres were originally subdivided into four lots in 1998 with an assisted living facility being built in 2000.

Plans were approved in 2007 for a multi-use development consisting of medical offices, residential town homes and commercial retail. The new property owner intends to construct the original site plan with one change, changing the medical offices to apartments.

Council then approved the Inspection and Maintenance Agreement with 3 WNROME TN Properties, LLC for property located at 4382 Erica Greene Circle (Wash N’ Roll) Morristown, Tennessee.

It accepted the donation of a vest for Morristown Police Department’s K9 Odin from Vested Interest in K9, Inc. at a value of $1,000.

The council acknowledged bids received for Microsoft Office 365 renewals for fiscal year 2024, accepted the bid from Go Full Cloud (the lowest and best bid) and authorized the purchase of 237 units for a total of $52,329.60.

It approved the Quitclaim Deed for the conveyance of 0.392 acres, property currently being used by the Health Department, to Hamblen County Government.

The council authorized MCC SFM, LLC, acting as the City’s agent at the Morristown Landing, to enter into a Sponsorship Agreement with Tuff Torq Corporation.

It approved an amended quote and authorized the purchase from Bryx, Inc. relative to the Station Alerting System purchase authorized April 18, 2023 for an increase of $4,975.00 for necessary server rack equipment and updated speakers.

The final decision was to vote to accept Mayor Gary Chesney’s nomination, Bryan Dickerson, to the Morristown Utility Commission for a second five year term to expire in August 2028.
