Michael Cavins has been honored by TWRA as the 2022 District 41 Officer of the Year and by the Shikar–Safari Club International as the 2022 Tennessee Wildlife Law Enforcement Officer of the Year.

Cavins is an officer in TWRA Region IV’s District 41 and is assigned to his native Claiborne County.

The annual awards honor the officer whose efforts during the year display outstanding performance and achievement among TWRA law enforcement personnel.

Cavins is among a distinguished group of officers nationwide to receive the Shikar-Safari Club Int. honor from among all 50 states and 10 Canadian provinces.

Along with his duties as a wildlife officer, Cavins is very active in public outreach and community service in his county and district.

He works closely with the Claiborne County School System, conducting several programs during the year.

He was involved in the Farm Bureau Farm Day in both Claiborne and Hancock counties.

Cavins serves on the Cumberland Gap High School advisory career development committee. He also helped with the National Wild Turkey Federation “Jake’s Day” event in Campbell County and participated in the “Shop with A Cop” event in Scott County.

Michael inspected more than 230 hunters and boaters this year for compliance with wildlife and boating laws, issuing 76 citations and warnings. He also assisted fellow officers with 44 additional citations. He made 30 cases involving big game violations. He was credited with saving the life of a young hunter who was injured by a falling tree in the woods.

Shikar-Safari Club has been a great partner to the Agency by donating money for TWRA’s elk program along with funding to acquire mounted wildlife to be utilized in law enforcement efforts. Shikar-Safari Club International was founded in 1952 for the purpose of advancing knowledge concerning wildlife of the world.
