Whitlee Collins, a fifth grader from Russellville Elementary School, won first place at the Eastern Subregional 4-H Public Speaking Competition. In order to qualify for the subregional level, she not only had to win at the school level, but also win at the county level. Then, she had to compete against 8 other counties in the Eastern Region to obtain the win. Collins previously won the title in 2022 for the 4th grade division.
