Former State Rep. Goins charged in alleged road rage incident

A former Hamblen County State Representative is facing charges in an alleged road rage incident Friday.

Tilman Goins, 45, of Morristown, was charged by the Morristown Police Department with aggravated assault.

According to the report from the MPD, at 1:32 p.m., officers were called for a reported road rage incident involving a firearm.

A 2014 Ford F-150 pickup truck, driven by Norma Alvarado, 40, of Morristown, was being followed by a 2013 Toyota Prius, driven by Goins, on West Morris Boulevard. Goins had allegedly brandished a firearm at Alvarado. Officers conducted a traffic stop on West Morris Boulevard where Goins was ordered to turn his vehicle off, put his hands out the driver side window and exit the car.

Goins was taken to MPD to be interviewed by Det. Jackie Hickey. At that point he was charged and taken to the Hamblen County Jail.

According to the MPD the two had a verbal altercation at Popeye’s on East Morris Boulevard.

Alvarado said she saw – through her rearview mirror – Goins pointing what appeared to be a gun at her. A Smith & Wesson handgun was found in Goins’ car.

Goins denied following the woman but did indicate she had cut him off, according to the MPD.

Goins served as a Fourth District Hamblen County Commissioner from 2010 to 2012, narrowly defeating 20-year incumbent Bobby Reinhardt. After being elected to the Tennessee House of Representatives in 2012, Goins resigned as a commissioner to serve as State Representative. Goins served three terms as State Representative from 2013 to 2019 and stepped down after three terms. Goins has also served in both the Marines and the U.S. Army.
