Operation Zero Tolerance cracks down on Sex Offender Registry violations

Hamblen County Sheriff Chad Mullins said there’s zero tolerance when it comes to registered sex offenders in Hamblen County.

The point was proven early Friday morning when the HCSO Sex Offender Registry Administrator, Det. Holly Hartness, along with three teams of deputies, implemented Operation Zero Tolerance.

According to Mullins, Hartness and her teams started making home visits and discovered nine offenders who weren’t in compliance.

Those charged with Violation of the Sex Offender Registry during Operation Zero Tolerance included: Arlie Ronald Owens-64 Dexter Luther Duane Morris, Jr.-52 Johnny Franklin Wardwell-48 Bobby Joe Campbell-38 Arthur Wayne Cutshall-70 Timothy Paul Cox-62 Offenders charged with two counts of Violation of the Sex Offender Registry included: Robert Dale Beliveau-67 Bruno Jacob Caudras-70 Richard Wesley Lennox- 52 “Several of those taken into custody this morning hadn’t properly registered their vehicles with Det. Hartness and some had violated rules regarding social media accounts,” Mullins said. “They know what they are allowed to do and what they are required to do as sex offenders. Operation Zero Tolerance is proof that Det. Hartness takes her responsibilities seriously and will violate the offenders who don’t.”

Shane Harvey Hall, age 43, was also picked up and charged with Knowingly Falsifying Sex Offender Registry, Failure to Appear, and Violation of Conditions of Community Supervision x 7.

Hartness, who previously served as a School Resource Officer, has been the SOR Administrator since March 2026 and currently oversees 62 sex offenders in Hamblen County.
