The enormous wave of crystal meth arrests that have been sweeping across Morristown and Hamblen County in recent months hit the beach last week when at least 16 alleged street-level dealers were indicted by a Hamblen County grand jury for allegedly selling meth and other drugs.

Mason Cloud, 43, is one of three defendants who was carrying a misdemeanor amount of methamphetamine – in his case nine-tenths of a gram – but was charged with felony possession because law enforcement officials believed evidence existed that he was selling.

The grand jury also indicted Cloud for being a convicted felon in possession of a firearm, possession of a firearm in the commission of a dangerous felony, violation of state drug-free school zone law, simple possession of marijuana, possession of a counterfeit controlled substance and possession of drug paraphernalia.

Among the street-level dealers indicted Monday, Winston Bennett III, a 24-year-old White Pine man, allegedly had the largest stash, 8.2 grams. He was also indicted for possession of drug paraphernalia.

Bryan Perry Covington, 33, and Michael Allen Hipshire have were indicted for three counts of armed robbery in a September 2018 allegedly targeting Jordan Holt, Brittany Nicole Manning and Ronnie Dearing.

The grand jury also indicted Covington for theft over $10,000 for allegedly stealing a 2016 Jeep Compass belonging to Tina Reed, and two counts of aggravated assault for allegedly backing into a vehicle as one of Reed’s family members was trying to recover the vehicle without police assistance.

Both Covington and Hipshire were indicted for retaliation for a past act for allegedly threatening to harm a man named Alexander O’Conner after they were arrested on the armed-robbery charges.

Billy Lynn Ballard, a 47-year-old Morristown who has seven prior DUI convictions, appears to be headed for his eighth, one charge for which he was indicted. Ballard registered .148 after he was arrested in August 2018, according to an indictment. He was also indicted for evading arrest, reckless driving, driving on a revoked license and no insurance.

Ballard’s first DUI conviction occurred when he was 31 years old. He was convicted twice for DUI in 2017, 2013 and 2007, according to an indictment.

Joshua T. Horner, 27, felony possession of meth, possession of alprazolam and possession of drug paraphernalia;

Lashea Carter, 29, felony possession of meth and oxycodone, possession of a firearm during a dangerous felony, simple possession of marijuana and possession of drug paraphernalia;

Joseph Long, 32, felony possession of meth, possession of alprazolam and possession of drug paraphernalia;

Easter Marie Lewis, 30, felon possession of meth, simple possession of marijuana, theft under $1,000, possession of drug paraphernalia and driving on a revoked license;

Vanessa K. Bell, 56, felony possession of meth and hydrocodone, child neglect simple possession of marijuana and possession of drug paraphernalia.

Sierra Blair, 24, felony possession of meth and driving on a revoked license;

Angela N. Dockery, 47, felony possession of meth, child neglect and possession of drug paraphernalia.
