 l War Amendments Matter” by Dr. Thomas Mackey</p>\n<p> Attendees are encou
 raged to bring a “brown bag” lunch</p>\n<p><em> </em>Dr. Mackey will discu
 ss how major policy decisions and Constitutional amendments made during th
 e Civil War and Reconstruction shaped not only their world at the time but
  continue to shape the nature of the American nation.  He points as an exa
 mple to the Fourteenth Amendment and how it changed federalism\, laying th
 e foundation for the growth of the United States as a nation rather than a
  mere union of states.  The presentation will recount the context of the C
 ivil War Amendments\, arguing that a broader understanding of them helps t
 o clarify the purposes of these fundamental amendments.</p>\n<p> The lectu
 re is a part of the series of book discussions and brown bag lectures acco
 mpanying the feature exhibition <em>Lincoln: The Constitution and the Civi
 l War</em> at the Museum of East Tennessee History through Jan. 13\, 2012\
 , and co-sponsored by the East Tennessee Historical Society and the Knox C
 ounty Public Library.  Admission to the Lincoln exhibition\, as well as th
 e museum’s feature exhibition <em>Voices of the Land: The People of East T
 ennessee\,</em> is free during the run of the Lincoln exhibit\, courtesy o
 f a grant from the Arts and Heritage Fund of Knoxville.</p>\n<p> Thomas C.
  Mackey is a professor of history and an adjunct professor of law at the L
 ouis Brandeis School of Law at the University of Louisville\, Kentucky. He
  holds a Ph.D. in United States Constitutional and Legal History from Rice
  University\, Houston Texas.  His several books include <em>To Think Anew\
 , Act Anew: Public Policy and Judicial Voices of the Civil War Era</em> wi
 ll be published by the University of Tennessee Press in 2012.</p>\n<p> The
  Brown Bag Lecture series is sponsored by 21<sup>st</sup> Mortgage.  The l
 ecture is free and open to the public.  Guests are invited to bring a lunc
 h. Soft drinks will be available.</p>\n<p> The Museum of East Tennessee Hi
 story is operated by the East Tennessee Historical Society and is located 
 in the East Tennessee History Center at 601 South Gay Street in downtown K
