A habitual Morristown scofflaw with a three-page rap sheet was jailed again Wednesday for his alleged most elaborate charged offense to date, authorities say.     With the animal shelter over capacity with approximately 200 animals, 42 have already been saved by going to rescues, according to interim director Nancy Phillips.
